Open .URL attachments from email.

I tried to add Level2Remove (.url) to
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security, but it did
not work as with Level1Remove.

Our Accounting Software, Navision, allows you to send .url links by email.
I'd rather not require people to save the .url link before opening,
especially my boss. It would be nice to allow only .url links from Navision
giving the save option to all others.

The instruction in that link seem to apply only if you have Exchange Server.
We are downloading our email straight from another mail server.

Then there is no way in your environment to allow users to run URLs without saving them first.

Is this a conscious effort on the part of Microsoft to grow sales of Exchange

No. It's a conscious effort on the part of Microsoft to avoid having its email client be blamed for virus outbreaks, including those that might occur when a user unwittingly runs a .url file and goes to a web site that isn't what the URL name suggests it is. And in that context, the effort has been very successful.

The longterm solution to your scenario, IMO, would be to get Navision to send text links, which are absolutely safe, instead of URLs. But that's a whole different department.

No, it's a conscious effort on the part of Microsoft to stop the spread of
malware.
