Open separate window

How do I open a separate window for each excel file that I want to open or
create? Sometimes I need to have different windows layered on the screen and
I can't do this if excel won't separate these files in two separate windows,
not just separate worksheets. Is there a default that has changed that
doesn't allow this any longer? Why has it changed?
 
go to <windows><arrange>
and un-check ........windows of active workbook

Nope, I need a seperate instance of excel running as in my post 1/09/05
