Open New Window Maximized

I know how to go to properties and tell a window to open maximized, but if a
page loads a new window, how so you tell that page to open maximized? Some
Website opened a new window and resized my window (hate that!) and I can't
get it back to open maximized.

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.

Nope and why do I have to settle for an almost maximimized window?
