Open link in new window yields only the title bar

Why, when I click on a URL that is supposed to open up in
a new window only the titlebar appears and I have to
manually click and resize the window. It is some default
setting that must have been set somehow and I can not
find out how to undo this?

Size an IE window to whatever size you want. (Important: maximized is not
measured as a size - you need to have a regular window open to change the
"restore" mode size.) Then, close every other IE window EXCEPT for this one.
When you close this one last, it will remember this size and use it for
popups (which do not ever open maximized, so they look to this restore mode
size setting).
