open in new window only shows titlebar

Why, when I click on a URL that is supposed to open up in
a new window only the titlebar appears and I have to
manually click and resize the window. It is some default
setting that must have been set somehow and I can not
find out how to undo this?

Close all but one open IE window. Use your mouse to drag the borders as
close to maximized as possible. Then use File, Close to close the window.
The size will be remembered.
