"open a command window" means what?

Nightowl, quite a while ago refers to "open a command window and shut down
any other running programs". What does this mean and how do you do it. I am
working with XP. Thanks

A command window:

START | RUN | type 'cmd' & press ENTER

Use TASK MANAGER (CTRL + ALT + DELETE | TASK MANAGER) to close unwanted
processes but unless you remove from startup it will only work for that
Windows session
