Only wallpaper loads: taskbar, icons do not load!!!

This has happened to me several times: After I login to my Windows account ,
the only thing I see in my screen is the wallpaper I have. I don't see icons,
the taskbar, or anything else. I just see the wallpaper. After turning it
off, choosing Safe Mode, runnning CHKDSK, it finally boots up correctly. This
happens with my two accounts. Today, even after I booted up in safe mode and
ran chkdsk, it would do the same thing. It's only after I boot it up several
times that it loads everything.

What could the problem be?

You should try right clicking your mouse over the wallpaper, click arrange
icons by, then click show desktop items.
