Only get Headers not entire message

Upgraded to Outlook XP from 2000. Now Outlook often downloads only the
"headers" and not the entire email message. Clicking on the header brings up
a dialog box so that the message must be marked to download - and then i have
to go through the download process to get the emtire message. What's wrong?
 
Are you using an IMAP account? You'll need to change your send/receive
settings to download the full message - tools, send/receive settings.
