only Computer with NetBeui Installed can be a Master Browser?

Really upset.
Lan with about 30 pcs, with xp,2000, and win98 in it.
Win98 PCs, of course with netBeui installed,and have TCP/IP as well. and xp
PCs only have tcp/ip intalled.
The bad thing is, only PC with NetBeui installed can be a MasterBrower, and
so , PCs with only TCP/IP installed cannot be listed in the workgroup and
cannot access the workgroup either.

And on PC which only have TCP/IP, using browstat sta, to see the state
cannot see the Master Browser, on Pc with NetBuei and tcp/ip, tranport with
netBeui has the Master Brower, Transport with TCP/IP has no MasterBrowser.
Somebody save me.

GOTCHA.!
we have a win 2003 server with ISA2004, as a Firewall and internet share,
this baby is the trouble maker.
Change his workgroup to other name. all OK now.
still don't understand why. some body can tell me?
