Only adminstrator accounts can access the network

For some reason my Vista64 machine will only let adminstrator accounts access
the network. Something is blocking network access and I can't figure it
out. I've looked at my anti-virus (Norton 360) to make sure it wasn't
firewalling outgoing access.

I can't find any setting that user accounts or elsewhere that might be
blocking network access.

Any clues
 
Check your Firewall again to make sure Network Discovery is not blocked.
Also check the Sharing and Discovery options in Networking and Sharing
Center to ensure that Sharing is enabled. What I have personally noticed
when browsing my Vista x64 machine, both machines XP and Vista or Vista and
Vista both systems must have password protected accounts.
 
Go to Start ->Control Panel ->Network & Sharing Center ->Show me all the
shared network folders on this computer. Make sure all folders are shared.
 
Thank you for the responses Andre and uvbogden. However, I was not clear on
one point. Its not the local network that the non-administrator account
can't access, but the internet in general. We attempt to access any external
web site results in "Page not found" errors (regardless of browser), unless I
elevate the account to administrator.
 
Maybe you need to grant the non-administrator user permissions to access IE
and/or your network.
