Online/offline query

I have a friend who has a "broadband" connection, but with a very small
monthly bandwidth allocation.
How can she easily switch between being online versus offline, so that she
can use the PC offline except when she wants to go online?
 
Turn the modem on/off.

Pull the network cable out of the PC
