one way ping and networking problem

I have a network of xp pro computers all with service pack 2. One computer
(FAULTY) is not responding to any ping messages or connection open messages
from other machines in the network. I can ping to other machines from that
FAULTY.
I could open a remote desktop session from FAULTY to other machines in the
network. but again I cannot connect to this machine remotely. I checked to
confirm that the windows firewall is not running.
I ran a network packet sniffer and can see the incoming ICMP messages. but
strangely it is not responding to them. Do you have any suggestions?

PS: I also tried starting the firewall but it is not starting.

If you have windows firewall setup correctly, it could be a 3rd party
software. For troubleshooting, start the XP with clean boot. This how to may
