one user unable to access net

One user has no problem accessing net, another does.
I have a cable modem.
I have checked the LAN, it is enabled and I have run a
repair.
I am unable to locate any Admin settings that may have
disabled the connectivity priviledges of this user.
Suggestions and advice are needed and welcome.

Can you give a little more info. When did this start? etc...

Hi Michael,
Firstly, thank you for your interest in assisting.
I recently installed a cable modem and got adelphia
service (approx. 1 week ago).
Problem started yesterday. One user has no problem
logging onto net (merely opens Explorer and it is up).
Second user opens Explorer and receives "The page cannot
be displayed" message.
I have contacted Adelphia, they had me check the
connection (which is fine). They had me check the LAN
and run the repair.
They state the problem is most likely an Admin issue.
I have looked within the Admin settings and am unable to
locate where the second user has been restricted from net
access.
I am not entirely familiar with Admin settings and I may
have overlooked the proper area(s).
Again, I am thankful fro any assistance you are willing
to offer and can answer any other specific questions you
have.

Not a problem in helping you!

From you problem pc, perform these fuctions:

Click START--RUN and type: cmd

This will open a pseudo-dos window.

type: ipconfig /all

What is your ip address, subnet mask, and default gateway?

Opened the DOS window...
entered info.
Btw, Just for clarification,I am running Windows XP Pro.
When I say "one user is having trouble connecting to the
internet and another user is having no problem" I mean
within the same PC, just different "users" within Windows
XP on that one PC.

Another clue to this puzzle....the "problem" user is able
to connect to the net via a music sharing program,
however unable to establish a connection via internet
Explorer.

Well, after some searching and comparing between the two
users to find what was different...I located a
discrepency in the proxy setting for the LAN between the
two. The working users' proxy settings were blank. The
non-working user had "localhost 8080" typed into the HTTP
for the proxy setting. I deleted it...Explorer is now
connecting for the problem user.
