one identity gets all mail from 3 identities

We have 3 mail boxes: phl, mtl & photo thru our ISP. When I use the ISP I can
get my (mtl) mail, when I use OE I can get my mail. When phl gets his mail he
gets all of the mail - including the mail I had in my mailbox.

I looked in manage identities> "Use this identitiy when starting a program"
says phl and is checked.An "use this identity when a program cannot ask you
to choose an identity" also says phl. I hilighted mtl and changed the 2 "use
this name" catagories to mtl, but when I close and re-open to check the
"save" it reverts to phl.

Can anyone tell me how to re-config so I can keep my email?
