One Computer Mask DHCP Server

I have one computer (C1) that, when it is turned on, mask my DHCP server from
other computers on the network. So, if I turn on a computer (C2), and C1 is
on, C2 will not be able to get the DNS information from the DHCP server. If
C1 is off then everything works find. If I turn on C1 after C2 is turn on
everything is OK and both work. Please Help. I really don't want to rebuild
this computer if I don't have to.

What kind of services running on C1?
execute 'net start' in cmd prompt will list all running services
 
Do you see any relevant information in the Event logs?
