Once I turn off Computer it won't start

I have this awkward problem.

Once I turn off my computer it will not start, say for a day. I'll have
it on for days, weeks or even months, but once it is powered off it
will hang when I turn it on.

I know is, the keyboard (or should I say the KVM Switch) doesn't get
powered up, the monitor stays off, the HDD light stays on, and there is
no beep or anything.

Here's the specs
ASROCK K7SX8 Motherboard
AMD Athlon 2800+ XP
1 GB 333 MHz DDR
16 MB ATI Rage Pro AGP
160 GB HDD
10 GB HDD
Nec DVD-ROM Drive
Enermax 450W Power Supply

It seems disconnecting everything from the back of the tower shortens
the 'wait' time.

Since I don't like to turn it off, I didn't have many trial's and
errors. One thing that 'seems' to really shorten it is the old US
Robotics External Modem I have. Which is not plugged in by the way.

I know when I had a long start up time (up to 3 1/2 minutes), I reset my
BIOS back to its defaults and since then it fires up in about 60
seconds.........don't ask me why.

I've waited 30 minutes. No difference.

The system powers on, HDD's start spinning, and thats it. No display or
anything.

I think now its time for re-seating your hardware contacts.

By this I mean power down, unplug mains in cable and remove case.

Earth yourself out to remove built up static.

Remove each and every card/connector that's plugged into the mother board.

Remove and re-seat the Ram modules.

Unplug and replug all power connectors

do one at a time and do it a couple of times, unplug/plug/unplug/plug

replace case and power lead and start up

report back

Okay, I did what you asked me to. I even re-seated the CPU. Ran it for
a day, turned off and had no problems starting.

Tonight however will be another challenge as I am going to install my
new ATI Radeon 9550. I'll let you know what happens.

I did the installation and its still running!!! :)

Now, I just hope this problem never arises again.
