Onboard USB Ports Power Down on XP Pro Startup

This is a really bizarre situation.

I'm a tech and I was setting up a Dell Optiplex GX745, which has no PS/2
Support. I loaded Windows XP Pro SP 2 from CD and it was going along great,
until I installed McAfee ePO agent.

Some time after that all the USB ports powered down. This PC is plugged into
120v AC.

Each time I reboot the PC the USB ports are on but once Windows XP starts to
boot up then I see the lights go out on the keyboard and optical mouse.

I booted the PC into all the safe modes Windows XP has and it still turns
off the USB ports.

When I watched the Safe Mode load I saw that Windows got past all the driver
loads with the "MUP" being the last on the list and then the USB ports go
off.

I've booted in to recovery console and disabled all the McAfee services but
it still happens.

Anybody have a similar problem and found the cause or a fix?

do not know if it will help the situation but under Device Manager, USB section and the HUBS there is a power setting for turn off to save power.
might make sure it is disabled.
