on closing windows XP

When I shut down XP, I would like to have a message say, "TURN OFF THE
LIGHTS" come up, accompanied by some audio prompt.
Is there a way to do this?

Click the newsgroups button on the Outlook Express toolbar, type customize
in the search box, select it from the list, click the go to button and try
your question there.
