OLE 03 will not start

All of a sudden after I close OLE 03 and try to re-open it it returns an
error that the program is in use and will not open. I end the process's and
it will work or when I do a complete re-boot. Any ideas? Running Norton 360.

It means the process hasnt terminated correctly.
Generally caused by add ins, including anti virus intergration (Norton)
Try disabling Norton, allthough often you have to completely remove the AV,
prior to reinstalling without the intergration.
Your real time AV scanner will still be operational
