Can microsoft Word software that has already been installed on someones
computer be sold and reinstalled on another computer, legally?

If it's a full retail edition (including disks and 'manuals'), not one labeld 'Not for Resale' (NFR) or not labeled as OEM, or not
labeled as volume license edition, then yes, just be a bit cautious and careful :)

*Courtesy is not expensive and can pay big dividends*
 
Even if it is a full retail edition, you should ask the vendor for a
statement certifying that the software does not still reside on another
computer.
