Old webpage still appears in web browser after publishing

I use FP2002 to publish my web. The publishing seems ok and i notice the
filename of the webpage which i have changed being published.
However, when i try to view the page in the browser online, the changes do
not appear in the webpage. No matter how much refreshing and clearing of the
browser cache i do, the changes to the webpage just doesn't appear.
I have tried deleting the said file from the server and then publish again.
And still the problem exists.
Could anyone help in this? Thank you.

- some hosts (and ISPs like AOL) cache pages too
