Old OUTLOOK files

Is there software available to convert Outlook old (199x > 2003) .pst files
to new (2007) files? I have been using old outlook software and have old
format .pst files that my new Windows 7 Outlook 2007 will not read.

Something wrong there - Outlook 2007 will certainly read (and write to) the
old 97-2002 pst file format.
How are you trying to read these old pst files in 2007?

When you say it "won't read" the old file, do you get any error message(s)?
Have you tried running scanpst.exe against your .pst file?

Could this by chance simply be a case of having copied over the PST file(s)
from another computer and forgetting to remove the "read only" attribute?
(Right-click on old PST file(s) --> Properties). If the old PST files are
not corrupt - O'2007 certainly supports the '97-2003 format otherwise.
