Old icons appearing for folder and recycle bin icons

The recycle bin and folder icons on the desktop and in my computer are
appearing like old 3.x style icons instead of the nicer windows xp ones. any
ideas why this would be? I went into properties and changed the icon, and
the regular XP folder is selected.

This is a video card issue.. if you use a high resolution with a 2mb or 4mb
video card, icons will revert to older style simply because there is not
enough memory allocated to video in order to sustain the XP icons.. OR the
correct video drivers are not installed and you are seeing everything
640x480 16 colour mode..

Well unfortunately none of these ideas worked. I tried the registry fix, but
that didnt do anything even after a reboot. Also, my video card is a
GeForced 6800 with 256 megs of RAM, so I'm hoping its not that... For some
reason, its only regular folder icons on the desktop and start menu and the
recycle bin icons: my music, my pictures, are all the regular folders with
the music note and picture, etc.

Thank you again, these are things I did not think of. Any other ideas?

Try refreshing the icon cache. In the Display Properties dialog:

'Appearance' tab -> 'Advanced' button -> Item: 'Icon'

spin the size down one pixel, 'OK', 'Apply'

Then repeat setting the size back to its original value.
