old file replication folder on Member server

I have an old member server from another domain that is no
longer active. This server has been promoted to a DC in
the current domain. Un-known to me was a file replication
folder on C:\ drive, and I cannot delete this folder, nor
can I add a file replication folder because of this old
one.
How can I force deletion of this old folder?

Make sure the folder NOT are an DFS root or DFS link
