Old contacts becoming private and duplicating contacts

Info: notebook user who syncs with a Sony phone. Has secretary with
full outlook mailbox access. Outlook 2000 on XP

Issue 1: Current contacts becoming private so the sec cannot see them
but the user can. Have filtered out all the private contacts and made
them public. Was ok for a while, now they (not the same ones) have
started becoming private.

Issue 2: Contacts are duplicating, but not completely. e.g. a contact
with all details complete will duplicate itself but the only
information that is contained will be the surname.

We have tried exporting the contacts and creating a new contacts
folder, deleting the mailbox and recreating the profile.
