OL2003 rules aren't working under OL2007

Running OL2007 under Vista Home Premium SP1.

My long-running set of OL2003 rules aren't working under OL2007. After
installing OL2007 and transferring all data, messages, etc., I responded Yes
to the prompt to "upgrade the rules and alerts" or something like that. Any
suggestions?

Also, I'm sure this is a stupid question, but when a rule deals with
everybody in the contact list, is it dynamic; i.e., does it examine the
current list -- as opposed to just compiling its own list at the time the
rule is created?
