OL2002 - attachments appear in body of email instead of at top

When attaching a file to an email it appears in the body of the email instead
of at the top in the attachment line beneath the subject as normal. How can
I get it to display like normal
 
Do not use HTML mail when sending

Change the format of your message to either plain text or HTML, not Rich
Text Format.
