OL2000 Open form error" registering the form in the OLE registry"

When trying to open a Form in Outlook 2000.
"The form you selected could not be displayed. An error
occurred
registering the form in the OLE registry. "

I have renamed the Usrclass.dat and the Frmcache.dat
files for the
users profile in Documents and Settings (using Windows
XP).

This is only happening for one person out of 400 users.
