OL03: pst file full of attachments?

Do I have this right that in OL03 (and previous versions) that the pst file
is so large b/c it contains all of my email attachments for emails I have
not deleted?

And is this the primary reason that after a while of receiving many
attachments, OL gets sluggish and problematic dealing w/ the huge pst?

Are there options for storing attachments in a directory seperate from the
pst, but still referancable from the email(s)?
