.OFT File not opening

I work in the IT dept. and I have a user that is trying to open a .oft file
in Outlook 2003. It is a form that was created and has another tab at the
top. On the machine that it works on I have noticed that the "Forms" field is
under TOOLS and on the machines that it is not working on "Forms" is not
there. Any ideas?
 
What happens when the user tries to open that file? Does it work if you use the File | New l choose Form command and browse to the .oft file?
