Offline Rules help?

Ok so here is the deal.

My company uses an exchange server. We just upgraded an individual to office
2003. One of his rules was to send all sent messages to a designated .pst
file.

When the upgrade was made he ran into a problem. The problem is; when the
individual is useing outlook offline the messages sit in the outbox. When he
goes back online they do not get moved to the offline folder. For that
materthey do not get saved anywhere. When he is online everything works
properly it is just the change over from offline to online.

Any help would be great thanks.

Why is he using a pst? Why not use cached exchange since he works on and
offline?

because we are only given 50 mb of space.
