Offline Files Greyed Out. Need registry fix

Trying to enable offline files on a laptop so we can sych his network
folder to his local drive. However "Enable Offline Files" is greyed
out. There is not GPO in place to cause this. I know there is a
registry fix to enable the option. Can anyone help?

It is not a local GPO. I've tried. It's something in the registry,
