Office/Outlook 2003 xp style forms

I'm using Office 2003 and Windows XP Pro.
For some reason the Outlook forms (New Message, New Appointment, etc.)
all have the gray menu look and use the square 3-d buttons instead of
the XP style buttons and colors.

Is this a setting I can change?
I tried un-installing and re-installing Office and that did not fix
the problem.
 
No, Outlook forms use a different, older library.
