I just converted to a new computer with Vista oper sys, when Outlook was
transfer to the new machine my address book comes up with mixed addresses,
some are listed by first name and some by last name, but ALL are in contacts
as display as Last Name, First Name, how can I get the address book to be
all sequenced by last name?

Same way as always. Vista has nothing to do with this.
Go to Tools > Account Settings > Address Book Tab > Outlook Address Book >
Change... > Set sort order there
