Office 2003 installation via group policy

I have set up a test of the automatic installation of
Office 2003 to all computers in my department. My goal is
to get it working correctly here, then deploying the
package company wide. I'm running into one problem
though, and it seems the package will not install on W2K
Professional machines with < SP4 (Computer with SP4 get
the package fine). Is SP4 required on my W2K Pro machines
to install Office 2003 via group policy's computer
configuration software installation?
