Add Office 2003 package fails

When attempting to add package under group policy for Office 2003 I get the following error:

Add operation failed. Unable to extract deployment information from the package. Run validation to ensure that the package is correct.

The knowledge base indicates that this operation should not be performed on a machine which has Office installed.

I have attempted this on a Windows 2000 server with SP4 that does not have office installed. Additionally, this was attempted on a WinXP box with and without Office installed.

Please help!!

Hello, did the error message appear when you try to add the package to an
GPO?

Possible reasons is the package is corrupted, or may not a copy from an
Office2003 cd rom, make sure all content on the CD is available to the
particular share.
