Can I run power point 2007 and power point 2003 at the same time on Vista?

Yes, you can. The only problem is that there will be a short delay when
using one version and then switching to the other version.

I wouldn't. Search groups for many issues doing this.
 
You can have both installed. You can't have both versions running at the
same time.
