Sounds like a step backwards to me - assuming they ever actually do it.

I suppose you think it's a step forwards to assume all your paying
customers are thieves until they prove, over and over and over again
that they are not.

I believe linux isn't that bad however to implement it accross an entire
government department would involve some major staff training issues not to
mention support requirements this would really bring into question the
advantages. or even cost savings.
