When installing XP to a 98 PC, I get a msg saying "cannot
copy setup file oembios.bin". I chose to continue without
copying this file since there wasn't anything else I could
do at the time. I then got a error code 0x80070002 which
deals with registry. When I tried to reset the registry
in the editor (via instructions fm Microsoft knowledge
base article 310794), I don't have the Cryptogrpahy files
on my PC. Are the 2 problems related? Now what do I do?

What version of xp? What kind if xp cd? Where did you get the cd? Are you
sure the win98 pc can run xp?

I also faced the same problem when I installed XP by skipping this file. I reintalled again and when the CD drive couldn't read, I took out the CD and rotated it, and reinserted again(in order to copy the file). After installation finished I can login to windows. Hope this will help.
