Need to be able to import and export OE message rules.

When I recently imported my OE to Outlook, it imported all of the rules too.
I'm having a minor problem with getting duplicate emails and it seems that
Outlook sees duplicate rules and the way some are fixed and downloads
messages twice from the server. I use Gmail and it happens with about 10-20%
of my messages.
