Odd one: Welcome Screen Cursor Behavior

Here's a poser for you:

On one of my school's XP Pro systems, the cursor on the Welcome screen fails
to change from an arrow to a pointing hand when it is placed over the user
names.
A search of the Knowledgebase and this newsgroup didn't turn up anyone else
facing this problem, so I'm hopeful that someone can point me towards a
solution.
The machine is configured identically to eight others, none of which display
the behavior.
The last piece of the puzzle is that, although this cursor problem is
frequent, it doesn't happen on every boot; sometimes it behaves normally.

You can check the Mouse properties in the Control Panel for the settings.
It may be that the mouse is getting old and needs either cleaning or
replacement.
