Odd formatting problem

I'm using Word XP (2002) and have encountered an irritating formatting
issue. Whenever I apply a formatting change in a document--e.g., adding a
bullet list, or bolding a line of text--the change gets applied to the
entire document. If I then do a ctrl-z to undo the change, I am left with
formatting applied as originally intended (i.e., the erroneous formatting to
the entire document is removed, but the intended formatting to a specific
section holds).

Has anyone else encountered this, and know how to remedy it so I don't have
to hit ctrl-z every time I apply formatting changes?

I've looked at the autoformat settings and nothing there looks like the
culprit. I'm thinking it may be an issue with the Normal template, but
can't see any way to make changes there either. It sounds like a
corruption, since I can't think of any reason you would ever want a setting
that applies every format change to the entire document.
