ODBC32.dll Error. Admin rights not working

The Chomp

I currently have an error with the ODBC32.dll. When trying to copy in a new
DLL system stated I did not have permission.

In Safemode, commad prompt I ran "sfc /scannow". The scan found errors but
was unable to correct some. When I tried to read the log file.... I did not
have permission.
The user id I am using (the only one on the system) has "admin rights".....

Any Ideas

To get full permissions, boot from your Vista DVD, select Repair, and then
Command Line Prompt from the repair screen. It is a limited boot edition of
Vista and will give you full access to files and tools. Unlike this feature
in XP, in Vista it is not a limited interface and you have full access to
your files and even some of the Vista tools.
