October security patches...install failure

I tried to install the October security patches that were relevant to my
Windows 2000 SP4 server and despite the fact that I was logged in as the
local Administrator I received the following error message:

You do not have permission to update Windows 2000.

Does anyone have any ideas on this?

This can sometimes be caused by the administrator not having the correct
user rights that have been modified from default levels. Look in the \winnt
folder to see if there are any log files named after the patch number and
those files may contain clues as to why the install failed. Also verify that
you are indeed logged on as a local administrator. Sometimes the domain
admins global group gets removed from the local administrators group. Open
Local Security Policy and look under security settings/local policies/user
rights and make sure that the administrators group is included in
"effective" settings for backup files and directories and for manage
auditing and security log. Not having those user rights often cause update
installs to fail. --- Steve

I've verified that the account I'm using is in the local administrators
group, which has the rights to backup files and directories and the manage
auditing and security log. I am able to install the MS04-030,036,037 and 038
patches, but each time I try to install the MS04-031 and MS04-032 I get the
permission error message mentioned earlier. I looked at the log files stored
a c:\winnt for these 2 patches and there does not seem to be an entry
indicating the cause of the failure.
