Obtaining an English version in Korea is Impossible. Why?

I'm banging my head against my desk.

I need to buy a laptop today, but the only operating system available in
KOREA (I'm not joking), is Windows Vista Premium in KOREAN. By buying a new
laptop, I feel entitled to a free version of Vista... in my native language,
but no one at LG or E-Mart can obtain such a thing. It's only available
abroad.

Can I upgrade the Korean version to English?
How?

No you cannot upgrade, there are propriatory things involved and Korea
is NOT one of those places that freely share or are allowed free
access to everything American.
And if they check you cannot bring it in the Country either.

Having lived for several years in Korean, I can only surmise that
you've made no serious attempt to find alternatives. Have you looked in
Itaewon?

Buying a laptop doesn't entitle you to anything free. Even the price
of the Korean version will be factored into the price of the computer.

No, it's never been possible to upgrade or convert from one language
version of Windows to another. You can, however, purchase and English
version of Vista and replace the Korean version.
