Object not found in Outlook 2003

WIndows XP Pro SP2/Office 2003 SP3
Exchange account

I have a user who clicks on an email link on a County website and instead of
getting prompted with a new message to email that County address, he gets a
"Object not found" in Outlook.

Try switching the default mail program in Internet Explorer's options from
Microsoft Outlook to Outlook Express > apply it > and then switch it back.
This will force a rewrite of the registry keys that handle the mailto: url
handler.
