Nvidia drivers are signed but PC says they are not

I installed the latest drivers for my nvidia geforce 4 ti4600 directly from the nvidia website. The site says that the driver is digitally signed, however, it is showing up in device manager as "this driver is not digitally signed" I have tried downloading and installing directly from the site and also going to the "update driver" feature in device manager and then selecting the latest driver from a list. Does anyone know why it is saying that it isn't signed when it is

I have tried disabling anti virus while installing and removing old versions beforehand but nothing works
 
Locate the DirectX tool DxDiag.Exe (Search). Run the file and
allow it to scan. Then click the "Display" tab, it should show you
and unsigned driver components.

Did you complete remove the older nVidia driver package first ?
Also, if you do not have DirectX 9b, I would remove all nVidia
drivers and install DirectX then apply the latest drivers.
