numeric keypad disfunctional

This is a new one on me. I have a WinXPH box (generic mfg with Intel P4
800mhz, 512KRAM) that is displaying a rather odd behavior. There are two
logins (user accounts) on the box.

When logged in under the first account (my account) the numeric keypad does
not work. When a key is pressed there is no indication that the OS saw the
keypress.

When logged in under the second account all is well.

Is there some obscure registry setting that could be causing this?
