numbering list is not followed automatically

Use the Outline view and set the number format of the levels to achieve what
you want - then promote or demote the appropriate paragraphs.

The safest way to apply numbering is to use numbered paragraph styles. You
need to set up the numbering for the whole set of styles together, as
explained in detail by Shauna Kelly here:

It looks to me like your fourth level has been defined incorrectly -
probably with the level number replaced with a literal character "1" - but
to fix this do start from the top level style or you are likely to end up
with the fourth level completely detached from the rest of the list.
