Numbered Outline not working

I am creating lines that need to be outlined numbered such as:
1. This is the first line.
a. This is the second line.
I have selected outline numbered from the FORMAT>BULLETS & NUMBERING menu.
The first line is automatically numbered correctly but the second line always
is numbered 2 instead of a after I press tab. It's always worked before and I
can't figure out why it won't now. This should be pretty simple. I'm using
Word 2003.
